SB22 Filed & Passed out of Committee

As many of our clients and partners know, the long-awaited Senate Bill 22 has officially been filed, alongside its companion House Bill 4568. At TBD Post, we’re thrilled to see Lt. Gov. Dan Patrick, Sen. Joan Huffman (SB22 author), and Rep. Todd Hunter (HB4568 author) championing this initiative that’s so crucial to our work and the entire Texas film community.

What This Legislation Means for Our Industry:

Substantial Funding: The proposed $500 million allocation every two years from Texas sales tax revenue to the Texas Moving Image Industry Incentive Program (TMIIIP) would create the long-term, sustainable funding our industry needs to thrive.

Meaningful Incentives: Projects spending over $250,000 on films, TV, or digital media (or $100,000 for commercials) in Texas could receive up to 31% of their in-state spending back. As a post-production facility, we’re especially excited about the incentives for utilizing in-state post-production services, alongside bonuses for rural filming, Texas heritage content, and veteran hiring.

Growing Our Texas Workforce: While maintaining the 60% in-state filming requirement, the legislation introduces a gradual increase in Texas resident hiring—starting at 35% and building to 50% of total workers by 2031. This aligns perfectly with our commitment to supporting local talent.

A Stable Future: With funding structured to remain in place until 2035, we can all plan for long-term growth and investment in our facilities and workforce.

SB22 Makes Progress!

We were excited to see industry heavyweights Matthew McConaughey, Woody Harrelson, “The Chosen” producer Chad Gunderson, and Fort Worth Mayor Mattie Parker testify before the Texas Senate Finance Committee on March 31st.

Their advocacy paid off—SB22 successfully passed out of committee! Next, it heads to the Senate floor before moving to the House. This progress is encouraging for all of us who depend on a strong Texas film industry.

TBD Post Participates in Texas Film Experience at SXSW

Our team was proud to join Media for Texas on March 12th for The Texas Film Experience on the Texas Capitol lawn during SXSW.

As a Texas-based post-production facility, events like this are vital to demonstrating the full film production pipeline to lawmakers and the public. The showcase powerfully illustrated how companies like ours help Texans build sustainable careers while bringing authentic Texas stories to global audiences.

Team Effort

We want to thank our fellow Texas film community members and volunteers whose dedication made this event so impactful.

Special appreciation goes to our industry colleagues who provided event support: 2Perf, Burning Tractor, Cinelease, Convoy, Film Fleet, Labyrinth Creative, Line 204, MBSE, MPS, Rabbit Foot, SISU Cinema, Stray Vista Studios, and all the other companies who stepped up.

We’re also grateful to Buttons Pham, Ezra Venetos, Troublemaker Studios, Todd McMullen, and WIFT Austin for their contributions to this successful showcase.
